Responsible professional work providing oversight of the day to day operations of the licensing department to include recruitment, Professional Parenting training, licensing activities, supervision of staff, monitoring of contract performance and coordination with Lead Agency (Eckerd Connects), as well as providing oversight to any contracted licensing providers. Director must be familiar with the principles of Quality Parenting Initiative and upholds the values of QPI throughout all work activities. Participates and provides leadership in organization’s continuous quality improvement efforts.

 ESSENTIAL FUNCTIONS:

 Completes all required licensing data reports as stipulated in contractual agreements. Meets all contract goals and objectives as set by the lead agency.   

  1. Providers oversight to daily operations of all licensing functions to include supervision of the Licensing Supervisor, Trainer/Recruiters, Administrative Assistants, Background Screening Specialists and other assigned staff.
  2. Is responsible for selecting new staff, evaluating staff, implementing performance improvement plans (PIP), proactively coordinating  with HR on issues related to employee relations and performance. Conducts PQI according to agency procedure.
  3. Provide oversight of all contracted licensing agencies.
  4. Participate in on-call rotation as assigned by Associate Chief of Out of Home Care. Provides supervisory support to the on-call rotation offering 24/7 crisis assistance to foster families and placement services.
  5. Provides supervision for all direct reports. Responsible for monitoring the professional training and development plans of all professionals and interns in Licensing.
  6. Responsible for developing a plan for the recruitment and training of all foster parents. Provides on-going training for foster parents. Develops support groups and activities to improve retention of foster families.
  7. Develops and implements a comprehensive recruitment and retention plan to meet or exceed contract and/or agency goals for traditional, supportive and therapeutic foster homes.
  8. Works collaboratively with staff in developing system and strategies to handle all crisis situations with children in Licensing department, including respite, crisis intervention, emergency placement, etc.
  9. In conjunction with the Associate Chief of OHC, the Director assists in: development of procedure, budget development, budget monitoring and implementing countermeasures for budget performance.
  10. Serves as part of agency administrative team, developing programs, policies and procedures.
  11. Ensures Licensing is compliant with all CHN policies and procedures, and state and federal regulations as applicable.
  12. Provides leadership and participates in the organization’s continuous quality improvement   efforts. 
  13. Works within the philosophy and policies of the Children's Home Network.

MINIMUM QUALIFICATION REQUIREMENTS:

Education & Experience: Bachelor’s degree in Human Services field from an accredited college or university, Master’s degree preferred.   Five years experience in foster care or related field, two of which are in a supervisory capacity.  Maintains state certifications as child welfare worker as required per foster care licensing standards.

Licenses & Certifications:  

  • Must possess and maintain a valid Florida driver’s license with no record of criminal driving offense of license suspension. 
  • Must possess means of providing job related transportation and show proof of required insurance.  Must be insurable under CHN’s current auto insurance policy.
  • Must be able to work flexible hours, including evenings and weekends. 
  • Must successfully complete and maintain FDLE clearance, Federal background and state criminal background check and sexual predator screening.

Annual Training Requirements: The following training topics are required annually: Sexual Harassment, Blood-born Pathogens, Workplace Accident Prevention and Reporting, Confidentiality and Privacy Practices, Diversity/Cultural Competency, Child Abuse and Neglect Mandated Reporter Statutes and Methods, Prevention of Violence in the Workplace, OSHA–related training, Crisis Prevention, and Program Goals.

  • Ability to convey ideas, concepts and case studies to clients, other clinical staff, families, court, and to other audiences as required.
