MAJOR FUNCTION

This is a highly responsible position with direct responsibility for the administration, direction, planning and personnel management of all functions and employees within the following countywide operations and facilities: Building Division, Land Development Division, and the Transportation Planning Organization (TPO).

ILLUSTRATIVE DUTIES

  • Directs and supervises the implementation of the Strategic Plan for the Office of Planning and Development
  • Establishes service metrics to measure the demand for services, staff resources and level of customer service. Directs and supervises the timely, accurate reporting of development activity and service metrics.  Advises the County Manager on the proper allocation of staff resources needed to provide timely customer service and development review
  • In coordination with the Building Director and Budget Office, manages the Building Enterprise Fund to provide a sustainable source of revenue to adequately fund permitting, plan review and inspection of building construction
  • Provides overall direction for short and long-term land use and transportation planning efforts to ensure the provision of adequate infrastructure and community services to existing and future residents
  • Ensures the proper integration of staff resources and efforts in the implementation of the Polk County Comprehensive Plan, Land Development Code and TPO Long Range Transportation Plan
  • Coordinates with municipalities and surrounding counties on growth management matters
  • Responsible for administration of the Staff Services Agreement for the Polk TPO
  • Acts as liaison to Polk Vision on implementation of the community vision initiatives
  • Coordinates and communicates with industry representatives and special interest groups on changes in development codes, fees, policies, procedures, interpretations and any other items within the purview of the Office of Planning and Development
  • Directs and supervises all Divisions’ activities through the issuance of directives and orders, and through personal consultation with Division Directors
  • Facilitates the Development Review Committee meetings to ensure effective communication of land use regulations, policies, and procedures
  • Reviews budgets to assure that Divisions follow sound procurement practices and established policies
  • Reviews operations and recommends cost savings/efficiency measures to the County Manager
  • Advises staff on the implementation of Impact Fee Ordinances and provides recommendations to the County Manager on matters requiring a determination
  • Supervises daily activities of Division Directors to monitor interpretation and implementation of policy and to assure adherence to all applicable federal, state, and local laws and ordinances
  • Conducts fact-finding studies, observes operations, and determines changes needed to policies, procedures, or operations
  • Prepares and presents agenda items to the Board of County Commissioners (BoCC).
  • Makes presentations to BoCC, outside agencies, civic groups, and other groups and boards
  • Prepares for the County Manager on-going executive summary progress reports on major projects
  • Initiates and implements special programs and projects, as assigned by the County Manager
  • Performs other duties as assigned.

  • Ability to interpret and enforce rules, regulations, and laws governing county, state, and federal programs
  • Ability to interpret and enforce various county, state, and federal statutes
  • Ability to use good judgment in administrative and personnel issues

  • Ability to use software employed for development review and permitting

MINIMUM QUALIFICATIONS

Graduate of an accredited four (4) year college or university with a degree in Urban Planning, Public Administration, or a related management field. Must have a minimum of eight (8) years highly responsible experience in a municipal/county setting, at least five (5) of which will have been in a supervisory management position.

Must have a valid driver's license and be able to secure a valid Florida driver's license at the time of employment within this classification.

PREFERENCE CONSIDERATIONS

  • Master’s degree in Urban Planning, Public Administration, or Business Administration, and
  • Certification by the American Institute of Certified Planners

SPECIAL REQUIREMENT

This position may be required to report for work when a declaration of emergency has been declared in Polk County.
