General Description

The Senior Records Clerk is responsible for performing records review, preparation of daily paperwork and arrest and capias packets. In addition, the Senior Records Clerk provides support to the Records Clerk on resolving complex problems. The Senior Records Clerk performs duties that are routine and covered by existing policies, procedures and instructions.

Examples of Essential Functions

Performs records review and preparation of daily paperwork for accurate record keeping and reporting. (95%)
1.1 Reviews logs for the day, gathers all reports, citations and documents.
1.2 Arranges all documents in appropriate order, ensures the integrity of the log and audits the log with the report management system report to ensure data entry accuracy and transmits to State Attorney Office and Clerk of the Court.
1.3 Prepares arrest and capias packets, supplemental reports and generates copies of paperwork for State Attorney and Clerk of the Court.
1.4 Receives the report packet with signatures, separates the original arrest and capias paperwork included in the report packet.
1.5 Generates a log of the report(s) and citation(s) on appropriate log sheets that are maintained within the department.
1.6 Scans documents to corresponding case in the records management system.
1.7 Responds timely to requests from customer(s), internal and/or external, for preparing public records requests.

Additional Duties and Responsibilities (5%)
2.1 Performs all duties and responsibilities in a manner consistent with the core values of the City, and consistent with City and Department policies.
2.2 Follows safe working practices and has a working knowledge of safety practices and procedures.
2.3 Receives request for background screening; performs background screening for criminal, traffic accident, traffic citation or other violations, verifies valid identification and residential jurisdiction. Processes record request and retains a copy for records and files accordingly.
2.4 Maintains and balances weekly fingerprint and petty cash deposit(s).
2.5 Serves as the Records Supervisor in the absence of the Records Supervisor.
2.6 Acts a notary public.
2.7 Completes required or assigned training timely and applies acquired knowledge and/or skills.
2.8 Adheres to laws, regulations and policies of the City and of the assigned Department. Follows instructions provided by the supervisor, Department Director or their designee.
2.9 Participates in department meetings, staff meetings and other related activities.
2.10 Maintains, preserves, retains and disposes of public records according to FS Chapter.

Emergency Management Role
3.1 Participates as a member of the City staff as required to take action in the event of an emergency.
3.2 Acts in the assigned role to support the City in disaster preparation and/or disaster recovery efforts as described in the City of Casselberry Emergency Management Plan, assigned by supervisor or designee.

Typical Qualifications

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

  1. Education and Training: High School Diploma or GED is required.
  2. Experience: A minimum of one (1) experience in clerical, customer service or related field is required. A comparable combination of education and experience may be considered.
  3. Certificates, Licenses and/or Registrations Required: Must possess and maintain a valid Florida Driver's license. A Motor Vehicle Record (MVR) check will be made to determine acceptance of past driving record.
  4. Security Clearance: Florida Department of Law Enforcement level background clearance.
  5. Knowledge, Skills and Abilities:
  • Knowledge (intermediate level) of local, state and federal regulations affecting work.
  • Knowledge (intermediate level) of public records and disclosure regulations (FS 119.07).
  • Knowledge (intermediate level) of departmental rules, policies and procedures.
  • Knowledge (intermediate level) of Café Management System or similar record management system.
  • Knowledge of modern police recordkeeping procedures and practices.
  • Knowledge of police forms, terminology and records.
  • Skill in effectively dealing with the public and other agencies.
  • Ability to operate a motor vehicle.
  • Ability to establish and maintain effective working relationships with other employees and the public.
  • Ability (intermediate to advanced level) to utilize Microsoft Office Suite, e.g. Outlook, Work, and Excel and other related programs.

    1. Work Environment: This position performs the duties in an office setting. The noise level in the work environment is moderate and consistent with an office environment.

Physical Demands: The primary functions require prolonged periods of time sitting, using hands to handle or feel and reach with hands and arms, occasionally this position may walk, stoop, kneel, climb or balance. In addition, this position may be required to occasionally lift and carry up to ten (10) pounds. This position is regularly required to use vision, speech and hearing, with or without assistive devices.
    3. Equipment/Tools and Technology Used: This position utilizes the following tools and equipment while performing the duties of the job: Desktop computer, desk phone, desktop scanner, printer/peripheral, fax, shredder, and other related equipment.
    4. Employee Infection/Exposure Risk Classification: Category III: Employee performs tasks that do not involve exposure to blood, body fluids or other potentially infectious materials (OPIM). Persons who perform these duties are not called upon as part of their employment to perform or assist in emergency medical care or first aid, or to be potentially exposed in some other way. Tasks that involve handling of implements or utensils, use of public or share bathroom facilities or telephones, and personal contact such as handshaking are Category III tasks.
